When she worked for Darryl Owens she got a lot done for one third of the County. And she's the one who figured out how to get her flooded district cleaned up while the city dithered. I think her constituents probably have a whole different take on her ability to get things done quickly, cheaply, quietly. Maybe she just needs to grandstand more often.
